A judge who ordered the mayor of Canada's largest city removed from office over a conflict of interest violation says the mayor can run in a by-election if he loses his appeal. Ontario Superior Court Justice Charles Hackland found Toronto Mayor Rob Ford guilty this week of flouting conflict of interest rules for refusing to repay funds he solicited for his high school football team using city letterhead when he was a councilman. Hackland clarified his ruling Friday saying Ford was eligible to run in any by-election after the city's top lawyer understood the judge had ruled Ford could not run until 2014. Ford's appeal is expected to be heard Jan. 7.
